Pendant la semaine dernière la cruauté contre les animaux a été portée à l’attention. Dans la Chambre des députés, on se réalise enfin que l’on doit prendre au sérieux la maltraitance des animaux. Ce phénomène va souvent de pair avec la violence domestique envers les femmes (et parfois les hommes) et les enfants.

J’ai plaidé entre autres que les assistants sociaux doivent obligatoirement faire attention aux signes de maltraitance auprès des animaux domestiques dans les situations de violence domestique. À la demande de notre parti, le Secrétaire d’État va maintenant examiner si l’on peut introduire un code de signalisation obligatoire tant pour la violence domestique que pour la cruauté envers les animaux. Actuellement, les rapports de violence domestique et les rapports concernant la cruauté envers les animaux sont traités séparément.

1_Justin_vanderdenmaarrechtenvrijDeuxièmement, j’ai souligné dans le débat que l’on devrait pouvoir donner aux persécuteurs et aux personnes qui négligent leurs animaux une interdiction à vie de posséder des animaux. Actuellement, aux Pays-Bas il est seulement possible de donner une telle interdiction pour dix ans à condition que le persécuteur d’animaux reçoive une peine avec sursis. L’interdiction d’avoir des animaux est dans ce cas seulement une condition et non pas une peine ou une mesure en soi. Le ministre m’a promis d’y jeter un coup d’œil encore avant l’été. En Angleterre, il est déjà possible d’imposer une interdiction à vie de posséder des animaux à ceux qui maltraitent leurs animaux à plusieurs reprises. Nous voulons la même chose aux Pays-Bas!

Les Pays-Bas doivent être plus ambitieux en ce qui concerne les objectifs climatiques et énergétiques européens. Le Premier ministre Rutte avait l’intention d’affaiblir les objectifs européens déjà trop maigres. La Chambre des députés l’a fait repenser ce point de vue grâce à une de nos motions.

Les Pays-Bas ne peuvent désormais donc plus s’opposer à la proposition d’atteindre en 2030 une économie d’énergie de 30 pour cent. On devra aussi augmenter les efforts dans le domaine de l’énergie renouvelable: 27 pour cent de l’énergie produite doit être verte en 2030.

Les propositions de la Commission Européenne ont déjà été sévèrement critiquées par les scientifiques, car elles sont loin d’être suffisantes pour restreindre le changement climatique. Même les entreprises souhaitent plus d’ambition de la part de l’UE. Le gouvernement néerlandais estimait que même ces objectifs maigres étaient trop élevés et aussi le gouvernement a-t-il au cours des dernières semaines essayé d’atténuer davantage les ambitions climatiques.

Notre députée européenne Anja Hazekamp a posé des questions relatives à l’importation d’œufs de batterie de l’Ukraine. L’entreprise géante ukrainien Avangardco a récemment reçu l’autorisation d’exporter ses œufs de batterie en Europe. Incroyable. Les œufs de batterie sont interdits dans l’Union Européenne. Nous trouvons inacceptable que le bien-être des animaux est ignoré du fait de l’admission de ces œufs en provenance d’Ukraine. En effet, il est certainement possible d’interdire l’importation de ces d’œufs de batterie en l’UE, seulement la volonté politique fait défaut. Bien au contraire, l’UE embrasse les accords de libre-échange!

Last week’s theme was cruelty to animals. In the Lower House, they have finally come to realise that cruelty to animals must be taken seriously. Cruelty to animals also occurs frequently in cases of domestic violence towards women (sometimes men) and children.

I have advocated, among other things, that aid workers in domestic violence cases should be obligated to look for signs of cruelty to animals, as well. At the request of our party, the State Secretary is going to investigate whether a mandatory reporting code can be created for domestic violence and cruelty to animals. Reports of domestic violence and cruelty to animals are currently treated separately.

In the debate, I stressed in the second place that it should be possible to impose a lifelong animal-keeping ban on abusers and people who neglect their animals. In the Netherlands, an animal-keeping ban of at most ten years can be given only if an animal abuser gets a suspended sentence. The animal-keeping ban is therefore merely a condition and not a punishment or measure in itself. The Minister promised me to look into this before the summer. In England, it is already possible to impose a lifelong animal-keeping ban on people who have abused animals repeatedly. We also want this in the Netherlands!

The Netherlands must show more ambition for European climate and energy targets. Prime Minister Rutte intended to further weaken the European targets which already were far too meagre. He was hauled back into line by the House following a motion from us.

The Netherlands can no longer oppose the proposal to realise energy savings of 30 per cent by 2030. The field of sustainable energy should also be taken up a notch: in 2030, 27 per cent of generated energy must be green.

The proposals of the European Commission were already fiercely criticised by scientists as they are far from sufficient to keep climate change within limits. Even companies want more ambition from the EU. Dutch government found even these meagre targets too high and advocated over the past weeks to adjust the climate targets further downwards.

Anja Hazekamp, our Euro MP, posed questions about the import of battery cage eggs from Ukraine. Avangardco, a Ukrainian egg giant, recently received a permit to export its battery cage eggs to Europe. Unbelievable. Battery cage eggs are prohibited in the European Union. We find it unacceptable that animal welfare has been neglected when admitting these eggs from Ukraine. Although it is certainly possible to have an EU import ban on these battery cage eggs, the political will is lacking. What’s more, the EU is betting on free trade agreements!
