Săptămâna trecută a stat sub semnul maltratării animalelor. Camera a Doua a priceput în sfârșit că maltratarea animalelor trebuie luată în serios. Acest fenomen apare mai des în contextul violenței domestice asupra femeilor (uneori asupra bărbaților) și copiilor.

Am pledat printre altele pentru ca asistenții sociali pentru violența domestică să fie obligați să fie vigilenți la semne ale maltratării animalelor. La cererea partidului nostru secretarul de stat va cerceta acum dacă se poate introduce o procedură obligatorie de raportare a violenței domestice și abuzului animalelor. Momentan raportările de violență domestică si cele de abuz al animalelor sunt tratate separat.

Apoi am accentuat în dezbatere că celor care își tratează animalele cu cruzime si celor care le neglijează ar trebui să li se poată interzice pe viață să aibă animale în posesie. Momentan cei care își tratează animalele cu cruzime pot primi în Țările de Jos o interdicție de maxim 10 ani de a avea animale în posesie , dacă persoana primește o pedeapsă cu suspendare condiționată. Interdicția este atunci mai mult o condiție și nu o pedeapsă sau măsură în sine. Ministrul mi-a promis că o să cerceteze asta înainte de vară. În Marea Britanie li se poate aplica deja interdicția pe viață de a avea animale persoanelor care le maltratează în mod repetat. Asta vrem și noi în Țările de Jos!

Țările de Jos trebuie să arate mai multă ambiție pentru scopurile Europei în legătură cu climatul și energia. Premierul Rutte avea de gând să încetinească și mai tare îndeplinirea scopurile europene deja mult prea lentă. Camera l-a întors din drum printr-o moțiune de-a noastră.

Țările de Jos nu se mai pot opune deci pentru mult timp propunerii ca în 2030 să realizeze o economisire a energiei de 30 de procente. Și în domeniul energiei durabile trebuie sa mai depunem ceva efort: în 2030 trebuie să fie verde 27% din energia creată.

Propunerile Comisiei Europene au fost deja puternic criticate de oamenii de știință pentru că sunt departe de a fi suficiente pentru a ține în frâu schimbările climatice. Chiar și companiile voiau mai multă ambiție de la UE. Guvernul neerlandez a considerat aceste scopuri firave încă prea înalte și în ultimele săptămâni și-a întărit poziția de a ține ambițiile climatice scăzute.

Europarlamentarul nostru Anja Hazekamp a pus întrebări despre importul ouălor provenite de la găini crescute în baterii în Ucraina. Gigantul ucrainean producător de ouă Avangardco a primit între timp aprobarea să exporte în Europa ouăle din acest tip de baterii. Incredibil. În Uniunea Europeană bateriile pentru găini ouătoare sunt interzise. Considerăm că este inacceptabil că prin acordarea accesului acestor ouă din Ucraina este negată bunăstarea animalelor. Mai exact, cu siguranță este posibil să se interzică importul în UE a acestor ouă din baterii, numai că lipsește voința politică. Mai mult, UE mizează mult pe acordurile de comerț liber!

Last week’s theme was cruelty to animals. In the Lower House, they have finally come to realise that cruelty to animals must be taken seriously. Cruelty to animals also occurs frequently in cases of domestic violence towards women (sometimes men) and children.

I have advocated, among other things, that aid workers in domestic violence cases should be obligated to look for signs of cruelty to animals, as well. At the request of our party, the State Secretary is going to investigate whether a mandatory reporting code can be created for domestic violence and cruelty to animals. Reports of domestic violence and cruelty to animals are currently treated separately.

In the debate, I stressed in the second place that it should be possible to impose a lifelong animal-keeping ban on abusers and people who neglect their animals. In the Netherlands, an animal-keeping ban of at most ten years can be given only if an animal abuser gets a suspended sentence. The animal-keeping ban is therefore merely a condition and not a punishment or measure in itself. The Minister promised me to look into this before the summer. In England, it is already possible to impose a lifelong animal-keeping ban on people who have abused animals repeatedly. We also want this in the Netherlands!

The Netherlands must show more ambition for European climate and energy targets. Prime Minister Rutte intended to further weaken the European targets which already were far too meagre. He was hauled back into line by the House following a motion from us.

The Netherlands can no longer oppose the proposal to realise energy savings of 30 per cent by 2030. The field of sustainable energy should also be taken up a notch: in 2030, 27 per cent of generated energy must be green.

The proposals of the European Commission were already fiercely criticised by scientists as they are far from sufficient to keep climate change within limits. Even companies want more ambition from the EU. Dutch government found even these meagre targets too high and advocated over the past weeks to adjust the climate targets further downwards.

Anja Hazekamp, our Euro MP, posed questions about the import of battery cage eggs from Ukraine. Avangardco, a Ukrainian egg giant, recently received a permit to export its battery cage eggs to Europe. Unbelievable. Battery cage eggs are prohibited in the European Union. We find it unacceptable that animal welfare has been neglected when admitting these eggs from Ukraine. Although it is certainly possible to have an EU import ban on these battery cage eggs, the political will is lacking. What’s more, the EU is betting on free trade agreements!
