Worldlog Semana 43 – 2014

La semana pasada estuvo marcada por la crueldad hacia los animales. En el Parlamento finalmente se entiende que hay que tomar en serio el abuso animal. El abuso animal es también común en la violencia doméstica hacia las mujeres (a veces los hombres) y los niños.

Entre otras cosas he defendido que con los casos de violación domestica se deben buscar también los señales de abuso animal. A petición de nuestro Partido, el Secretario de Estado va a investigar ahora si se puede introducir un código de notificación obligatorio para la violencia doméstica y la crueldad hacia los animales. Actualmente, las denuncias de violencia doméstica y la crueldad hacia los animales son tratadas por separado.

En segundo lugar, he enfocado en el debate que los abusadores de animales y las personas que descuidan a sus animales obtengan una prohibición de por vida para tener animales. Actualmente en Holanda únicamente es posible una prohibición hasta diez años cuando un abusador de animales recibe una sentencia suspendida. La prohibición de tener animales es solo una condición y no un castigo o una sanción en sí misma. El ministro me prometió que lo estudiaría antes del verano. En Inglaterra ya es posible imponer a las personas que maltratan animales una suspensión de por vida para tener animales. Queremos que sea así también en los Países Bajos!

Holanda debe mostrar más ambición en los objetivos climáticos y de energéticos. El Primer Ministro Rutte ya tenía planes para debilitar aun más los objetivos Europeos. El Parlamento lo llamo la atención después de una moción presentada por nosotros.

Holanda ahora ya no puede oponerse a la propuesta de lograr un ahorro de energía de 30 por ciento para 2030. También en el campo de la energía duradera debe haber un aumento: en 2030, el 27 por ciento de la energía generada debe ser verde.

Las propuestas de la Comisión Europea ya han sido duramente criticadas por los científicos porque no alcanzan para mantener el cambio climático dentro de los límites. Incluso había empresas que querían más ambición de la UE. El gobierno holandés hasta encontró demasiado altos tales objetivos y se ha preocupado en las semanas pasadas para bajar aun mas las ambiciones climáticas.

Nuestra representante en el Parlamento Europeo Anja Hazekamp hizo preguntas sobre la importación de huevos de jaulas en batería de Ucrania. El gigante Ucraniano de huevos Avangardco recibido recientemente el permiso para exportar sus huevos de jaulas en batería a Europa. En la Unión Europea se han prohibido las jaulas en batería. Nos parece inaceptable que con la admisión de estos huevos de Ucrania se ha ignorado el bienestar animal. De hecho, sin duda es posible tener una prohibición Europea de tales huevos sólo la voluntad política es insuficiente. Más aun, la UE se ha comprometido con el libre comercio!

Last week’s theme was cruelty to animals. In the Lower House, they have finally come to realise that cruelty to animals must be taken seriously. Cruelty to animals also occurs frequently in cases of domestic violence towards women (sometimes men) and children.

I have advocated, among other things, that aid workers in domestic violence cases should be obligated to look for signs of cruelty to animals, as well. At the request of our party, the State Secretary is going to investigate whether a mandatory reporting code can be created for domestic violence and cruelty to animals. Reports of domestic violence and cruelty to animals are currently treated separately.

In the debate, I stressed in the second place that it should be possible to impose a lifelong animal-keeping ban on abusers and people who neglect their animals. In the Netherlands, an animal-keeping ban of at most ten years can be given only if an animal abuser gets a suspended sentence. The animal-keeping ban is therefore merely a condition and not a punishment or measure in itself. The Minister promised me to look into this before the summer. In England, it is already possible to impose a lifelong animal-keeping ban on people who have abused animals repeatedly. We also want this in the Netherlands!

The Netherlands must show more ambition for European climate and energy targets. Prime Minister Rutte intended to further weaken the European targets which already were far too meagre. He was hauled back into line by the House following a motion from us.

The Netherlands can no longer oppose the proposal to realise energy savings of 30 per cent by 2030. The field of sustainable energy should also be taken up a notch: in 2030, 27 per cent of generated energy must be green.

The proposals of the European Commission were already fiercely criticised by scientists as they are far from sufficient to keep climate change within limits. Even companies want more ambition from the EU. Dutch government found even these meagre targets too high and advocated over the past weeks to adjust the climate targets further downwards.

Anja Hazekamp, our Euro MP, posed questions about the import of battery cage eggs from Ukraine. Avangardco, a Ukrainian egg giant, recently received a permit to export its battery cage eggs to Europe. Unbelievable. Battery cage eggs are prohibited in the European Union. We find it unacceptable that animal welfare has been neglected when admitting these eggs from Ukraine. Although it is certainly possible to have an EU import ban on these battery cage eggs, the political will is lacking. What’s more, the EU is betting on free trade agreements!
