Worldlog Week 24 – 2008

Deze week heeft de Partij voor de Dieren in Nederland een geweldige overwinning geboekt. De Regeling Agressieve Dieren, waarin pitbullachtige honden in beslag genomen en gedood konden worden, is afgeschaft omdat je een hond niet op uiterlijke kenmerken kunt verbieden.

De minister heeft moeten toegeven dat het aantal bijtincidenten sinds de invoering van de regeling niet is afgenomen en dat de regeling om die reden niet blijkt te werken. De Partij voor de Dieren heeft zich lange tijd beijverd voor de afschaffing van deze discriminerende regeling en is heel blij met dit resultaat.

Voor Odin kwam de intrekking van de regeling te laat

Deze week publiceerde de Algemene Rekenkamer, een officieel orgaan dat het Nederlandse regeringsbeleid controleert, een vernietigend rapport over de Nederlandse minister van Landbouw, Natuur en Voedselkwaliteit.

De minister doet te weinig aan het verbeteren van dierenwelzijn en controleert ook niet of er vooruitgang is geboekt, zo stelt de Rekenkamer. Controles om te zien of veehouders de regels naleven worden onvoldoende uitgevoerd en er is geen zicht op het aantal en de ernst van de overtredingen. Wet- en regelgeving om het aantal pijnlijke ingrepen bij dieren te verminderen zoals castratie bij varkens en het kappen van snavels bij kippen is keer op keer uitgesteld.

Ook op het gebied van milieu, waarbij de Rekenkamer heeft gekeken naar de ammoniakuitstoot uit de intensieve veehouderij, scoort het beleid een dikke onvoldoende. Doelstellingen voor 2010 worden nu al niet gehaald en met het verruimen van de melkquota zal de ammoniakuitstoot zelfs stijgen. Natuurgebieden zullen daardoor ernstig aangetast blijven.

We zullen de minister ter verantwoording roepen over dit vernietigende oordeel over haar beleid.

In Oostenrijk zijn 10 dierenbeschermers met grof geweld gearresteerd en vastgezet zonder officieel in staat van beschuldiging gesteld te zijn. Ze worden langdurig in hechtenis gehouden (nu al 4 weken) zonder te weten waarvan ze verdacht worden.

Hoewel de Partij voor de Dieren niet kan beoordelen waarvan de betrokken dierenbeschermers verdacht worden, zijn we zeer bezorgd over de wijze waarop de rechten van deze dierenbeschermers geschonden worden. Ook Amnesty International vindt de gang van zaken rond de arrestatie en detentie zonder officiële aanklacht onacceptabel. Dr Martin Balluch, de president van de Oostenrijkse Verein Gegen Tierfabrike, is eveneens gearresteerd en is in hongerstaking gegaan. Zijn toestand verslechtert snel. We hebben Kamervragen gesteld over de kwestie aan de Nederlandse minister van Buitenlandse Zaken. Alle informatie over de repressieve aanpak van de Oostenrijkse justitie vind je hier.

Je kunt online een petitie ondertekenen om je steun uit te spreken voor de gearresteerde dierenbeschermers. Morgen protesteert de jongerenorganisatie van de Partij voor de Dieren, PINK, bij de Oostenrijkse ambassade in Nederland voor de vrijlating van Martin Balluch.

Op de fractie merken we dat de laatste loodjes zwaar wegen. Voor het zomerreces moeten we nog tal van wetsvoorstellen bespreken, we werken hard aan ons parlementaire jaarverslag (dat we als enige politieke partij maken als verantwoording van ons parlementaire werk) en we doen er alles aan de komst van megastallen in Nederland tegen te houden.

This week the Party for the Animals scored an amazing victory. The Aggressive Animals Order, which allowed the confiscation and destruction of pit-bull type dogs, has been scrapped on the grounds that you cannot ban dogs simply on physical appearance.

The minister had to admit that the number of bite incidents had not dropped since the order was implemented and, therefore, that the order does not appear to be effective. The Party for the Animals has worked for a long time to have this discriminatory order abolished and we are of course thrilled with this result.

This week, the Netherlands Court of Audit, an official organ that monitors Dutch government policy, published a damning report on the Dutch minister for agriculture, nature and food quality.

The minister is accused of doing too little to improve animal well-being and of neglecting to check if any progress is being made, according to the Netherlands Court of Audit. Inspections to verify that cattle breeders are working according to the rules are inadequate and there is no firm information on the number or seriousness of the offenses committed. Legislation to reduce the number of painful procedures inflicted on animals, such as the castration of piglets or the debeaking of chickens, has been delayed time and time again.

In the area of the environment, where the Netherlands Court of Audit looked at ammonia emitted by intensive cattle breeding, government policy failed the grade. Targets for 2010 will not be reached and, with the expansion of the milk quota, the amount of ammonia emitted is even set to rise. This will seriously damage nature reserves.

We will call the minister to account about this scathing assessment of her policy.

In Austria, 10 animal protectionists were arrested with brute force and detained without being indicted. They are still being held (4 weeks and counting) without knowing what they are charged with.

Although the Party for the Animals is in no position to judge what the animal protectionists involved are accused of, we are very concerned about the way the rights of these individuals have been violated. Amnesty International also finds the arrest and detention without charge unacceptable. Dr Martin Balluch, President of the Austrian Verein Gegen Tierfabrike (association against animal factories) has also been arrested and has gone on hunger strike. His condition is worsening rapidly. We submitted parliamentary questions on the situation to the Dutch minister of foreign affairs. You can find detailed information on the repressive methods of the Austrian justice system here.

The parliamentary party is noticing that the last mile is the longest. Before the summer recess begins, we have a number of bills to discuss, we have to complete our parliamentary report (we are the only political party that produces such a report to give an account of our parliamentary work) and we are doing everything we can to prevent the establishment of multi-story mega pig sties in the Netherlands.
