Eu recomecei meu trabalho na Câmara Baixa. Gosto muito de estar de volta na Haia. E logo posso meter mãos à obra. De jeito nenhum podemos aceitar as economias apresentadas pelos partidos que antes formavam a coligação de Kunduz. O acordo deles não mostra nenhuma aspiração por uma sociedade onde a compaixão e a durabilidade se destacam. Portanto nos esforçaremos plenamente para dar a conhecer a Holanda que as coisas podem e devem ser melhoradas!

Por exemplo, o Tratado-ESM sem dúvida deve ser modificado. Em todo caso queremos que a elaboração da decisão sobre o Mecanismo de Estabilidade Europeu seja adiada até depois das eleições. O ESM é usado pela União Europeia como um pára-choques no apoio dentro da Europa. Mas a forma do ESM apresentada nesse momento recebe veementes críticas de diversos Tribunais de Contas de países membros na Europa. Isso porque aqui se trata de um cheque em branco para uma instância que não precisa se justificar democráticamente e que é jurídicamente inviolável.

Por isso nós vemos o estabelecimento acelerado do ESM como uma forma muito indesejável de transmissão de soberania feita sem uma elaboração democrática de decisões. Por isso já faz tempo que nós preconizamos realizar um referendo sobre o Tratado-ESM. Entretanto nosso discurso não é apoiado por uma maioria na Câmara. Nós achamos que não se deve debater sobre esse assunto com um conselho de ministros demissionário. Por essa razão ons oporemos ao tratamento do ESM que está planejado para o dia 23 de maio.

É incrível que nosso primeiro-ministro demissionário Rutte não irá para a conferência sobre o clima no Rio de Janeiro, mas que enviará dois secretários de estado. Sendo que 130 países serão representados pelos seus primeiro-ministros na conferência da ONU Rio+20 no final de junho, a Holanda falha sem que haja uma razão clara. É precisamente da maior importância que os chefes de governo se falem sobre o futuro da terra. Mais que nunca o desenvolvimento de durabilidade é extremamente necessário: segundo o novo Living Planet que foi publicado essa semana a saúde da terra está regredindo muito rápidamente.

Se cada pessoa no mundo consumisse tanto quanto o holandês médio em 2008, então seriam necessários 3,5 globos terrestres para realizar isso. Sendo que dispomos de sómente um planeta, seremos obrigados a mudar essa situação muito brevemente. A fim de parar o esgotamento da terra é preciso que um acordo mundial realmente ambicioso seja ajustado no Rio de Janeiro. E é por isso que os chefes de governo, especialmente aqueles cujos países são responsáveis pela poluição e o esgotamento da terra, se reunam para falar sobre soluções.

A nossa colega parlamentar Esther Ouwehand fez perguntas parlamentares sobre a possível extradição a Costa Rica do protetor de baleias Paul Watson. Watson, que é diretor de Sea Shepherd, está preso na Alemanha e será possívelmente extraditado por causa de uma confrontação com um barco de pesca que operava clandestinamente no litoral de Guatemala – um incidente que ocorreu 10 anos passados. Durante esse incidente não houve qualquer lesão corporal ou dano material, e afinal das contas tratava-se de um barco de pesca que ilícitamente maltratava e mutilava tubarões (ainda vivos) pelas suas barbatanas… Além disso a Costa Rica é um país onde os direitos humanos não são suficientemente garantidos e pelo que parece esse pedido de extradição tem sobretudo um motivo político. Nós pedimos ao ministro dos Negócios Estrangeiros para pedir ao seu colega alemão para não entregar o Paul Watson. Todas as novas sobre esse caso acham-se no website de Sea Shepherd.

I'm back in the Lower House and it's really great to be back in The Hague. I'm ready to go for it at full speed! The proposed cut-backs from the parties that used to form the Kunduz Coalition are completely unacceptable as far as we're concerned. This arrangement does not in any way promote society striving for compassion and sustainability. We are therefore going to do everything in our power to show the Netherlands that we can and must do better!

The ESM Treaty for example needs a total re-think. We at any rate want for the decision-making process around the European Stability Mechanism to be postponed till after the elections. The European Union is using the ESM as a buffer for support for the Euro, but the form in which the ESM is currently being proposed is catching criticism from various European member state Courts of Auditors. This is due to the fact they are talking of giving a blank cheque to a body that is democratically accountable to no one and enjoys legal immunity.

We therefore view the rushed ESM introduction as a highly undesirable form of sovereignty transfer, performed without any kind of democratic process. That is why we are arguing for a referendum on the ESM Treaty. However, this is not an argument that the majority of the Lower House supports. We don't think that an outgoing cabinet should debate this topic. That is why we will resist the plan to deal with the ESM as it now stands for 23 May.

We cannot believe that our outgoing Prime Minister, Mr Rutte will not attending the climate conference in Rio de Janeiro, but is instead sending two state secretaries in his place. 130 countries are sending their Prime Ministers to the UN Rio+20 conference at the end of June, but the Netherlands has decided to cry off without good reason. It is of the utmost importance for government leaders to talk to each other about the earth's future. We need sustainable development like never before: this week saw the release of a new Living Planet in which they show how the health of the planet is fading, and fast.

If everyone on earth were to consume as much as the average Dutch citizen in 2008, we would need 3.5 earths. Because we only have one planet at our disposal, we need to turn the tide now. If we're going to put a stop to the earth's depletion, we need to reach a truly ambitious global accord. That is why government leaders and especially the leaders of those countries that are responsible for the earth’s pollution and depletion, must come together to discuss solutions.

My colleague and Member of Parliament Esther Ouwehand asked Parliamentary Questions about the possible extradition of whale activist Paul Watson to Costa Rica. Watson, the director of Sea Shepherd, was detained in Germany and will possibly be extradited for a confrontation with an illegal fishing vessel on the coast of Guatemala – an incident that took place 10 years ago. During this incident there was no physical injury nor material damage, there was only the fact there was a confrontation with a vessel that was illegally taking living sharks from the ocean and mutilating them for their fins… Moreover, Costa Rica is a country that can insufficiently guarantee human rights observation and the request for extraditions appears to be chiefly political in nature. We have asked the Minister of Foreign Affairs to ask his German counterpart to disallow Paul Watson's extradition. Follow all the news about this case on the Sea Shepherd website.
