Worldlog Week 41 – 2010

Na 127 dagen is de kabinetsformatie ten einde gekomen. Vorige week donderdag stond het kabinet-Rutte op het bordes van Paleis Huis ten Bosch met koningin Beatrix om de nieuwe kabinetsleden aan de pers en het publiek te tonen.

Ondertussen staat al het overheidsbeleid nog in de wachtstand. Veel maatschappelijke organisaties houden hun hart vast voor het komende dieren-, milieu- en natuurbeleid. Het minderheidskabinet van VVD, CDA met gedoogsteun van de PVV maakt namelijk ruim baan voor de vee-industrie, milieusubsidies worden drastisch ingeperkt en in de natuur wordt niet meer geïnvesteerd (300 miljoen euro aan bezuinigingen).

Natuurmonumenten, een vereniging die een deel van de Nederlandse natuurgebieden beheert, geeft aan dat het regeerakkoord desastreus is voor de natuur. Ik ben het ‘ns een keertje geheel met Cees Veerman (ex CDA-minister van Landbouw en huidig bestuursvoorzitter van Natuurmonumenten) en de zijnen eens.

Vorige week vertelde ik over het wetsvoorstel om nertsenfokkerijen in Nederland te verbieden. De Tweede Kamer had al ingestemd met het voorstel en nu was de Eerste Kamer aan zet. Het debat werd echter geschorst, omdat de indieners van het wetsvoorstel uiterlijk eind november met voorstellen komen voor aanvullend beleid voor nertsenhouders die te maken krijgen met het verbod dat vanaf 2024 moet gaan gelden. CDA en VVD wilden er alles aan doen om het nertsenfokverbod te vermijden, maar doordat onze senator mede namens de sociaal liberalen van D66 en de fractie Yildirim mocht spreken, konden hun snode plannen worden gedwarsboomd. Ik heb goede hoop dat er uiteindelijk toch een fokverbod gerealiseerd gaat worden in Nederland.

Het Wereld Natuur Fonds (WNF) presenteerde afgelopen week een zorgwekkend rapport waarin staat dat de wereldwijde consumptie de komende 40 jaar moet afnemen. Anders zijn er in 2050 drie planeten nodig om de wereldbevolking te onderhouden. Er worden op dit moment meer bomen gekapt dan er teruggroeien en er worden meer vissen gevangen uit oceanen dan er geboren worden. Dat kan zo niet langer doorgaan.

We pleiten er al tijden voor om overconsumptie tegen te gaan. We hebben de grenzen van wat de aarde aankan al ruimschoots overschreden en we nemen een hypotheek op de toekomst van volgende generaties. Het overmatige consumptiegedrag draagt in een belangrijke mate bij aan de crises die de wereld teisteren. Er is een grote omslag in ons handelen nodig om verdere milieuvervuiling, opwarming van de aarde, verlies van biodiversiteit en schoon drinkwater, grootschalige ontbossing en uitbuiting van dieren in de veehouderij tegen te gaan. Wij zullen ons absoluut blijven inzetten voor een drastische omslag in de richting van mededogen en duurzaamheid.

In Borgharen (provincie Limburg) zijn plannen gemaakt om een waterkrachtcentrale te bouwen. De Partij voor de Dieren is groot voorstander van groene stroom, maar op dit moment is er nog geen goede oplossing geboden om langs trekkende vissen in het gebied te beschermen. Wij hebben daarom een motie ingediend om te voorkomen dat er een vergunning wordt afgegeven voor de waterkrachtcentrale zolang dat niet geregeld is.

Met de huidige voorstellen voor de aanleg van de waterkrachtcentrale lopen vissen grote kans om in de turbines van de centrale terecht te komen, waarna ze tot pulp vermalen worden. De centrale bij Borgharen wordt de derde energiecentrale in de Maas, waardoor de rivier een onneembare barrière wordt voor vissen. Onder deze vissen bevinden zich ook beschermde soorten, zoals als de zalm en de paling, waardoor het voortbestaan van deze soorten verder onder druk komt te staan. Opmerkelijk detail is dat de geplande waterkrachtcentrale in de plaats komt van een goed werkende vistrap, die onlangs door Rijkswaterstaat nog voor 3,1 miljoen euro is aangelegd.

Groene stroom juichen we van harte toe, maar de biodiversiteit moet wel voldoende beschermd worden. Het vermalen van vissen kleurt groene stroom bloedrood. Dat kan toch niet de bedoeling zijn van duurzame energie. Nu afwachten of we voldoende steun krijgen voor de motie.

After 127 days, cabinet formation has finally occurred. Last week Thursday, the Rutte cabinet stood on the steps of Huis ten Bosch with Queen Beatrix to reveal the new cabinet members to the press and the people.

Meanwhile, government policy was placed on standby. Many civil society organisations are dreading the upcoming animal, environmental and nature policies. The minority VVD, CDA and PVV-tolerated government is after all giving the cattle industry free reign, environmental subsidies are being dramatically curtailed and the government is no longer investing in nature due to 300 million Euros of cost-saving measures.

Natuurmonumenten, an association that manages part of the Netherlands' nature reserves, states that this coalition agreement is a disaster for nature. This time I could not agree more with Cees Veerman (ex CDA Minister of Agriculture and the current chairman of the Natuurmonumenten board) and his followers.

Last week I spoke of the legislative proposal to ban mink breeding in the Netherlands. The Lower House has already agreed to the proposal and so it was the Upper House's turn to decide. The debate, however, was suspended, as those who turned in the legislative proposal will, by the end of November at the latest, provide supplemental policy for mink breeders that have to deal with the ban that will apply as of 2024. The CDA and VVD wanted to do anything they could to avoid a mink breeding ban, but because our senator was also speaking for the social liberals from D66 and the Yildirim party, their heinous plans were thwarted. I am hopeful that a ban will finally be realised in the Netherlands.

The Worldwide Fund for Nature (WWF) presented a worrying report last week which stated that global consumption must be reduced over the coming 40 years otherwise, we will need three planets by 2050 just to support the world's population. We are currently felling more trees than can grow and more fish are being taken from the oceans than can be replaced. We can't go on like this.

We have been arguing for ages against over consumption. We have far exceeded that which the earth can handle and we have mortgaged the future for generations to come. Unregulated consumption contributes in a significant way to the crises beleaguering the world. We need a complete 180 in the way we operate to combat environmental pollution, global warming, the loss of biodiversity loss and clean drinking water, large-scale deforestation and animal exploitation in the livestock industry. We will continue to push for a drastic action towards compassion and sustainability.

In Borgharen in the Province of Limburg, plans are afoot to build a hydroelectric power station. The Party for the Animals is a huge advocate of green electricity, but there is as yet no decent solution on the table to protect the fish in the area. We have therefore proposed a motion to prevent a permit being given for a hydroelectric station until this matter is settled.

As it stands, the fish in the current proposal for a hydroelectric station run a huge risk of ending up in the power station’s turbines, where they will be mashed to a pulp. The power station in Borgharen will be the third along the Meuse river, meaning the river will be permanently blocked for fish, which include protected species such as salmon and eel. This power station therefore has the potential to threaten their continued existence. Notably, the planned hydroelectric power station will replace a properly functioning fish ladder, that the Directorate-General for Public Works and Water Management spent 3.1 million Euros putting in place.

We heartily champion green electricity, but biodiversity must also be sufficiently protected. Pulping fish will turn the green flow of electricity blood red. How can that be what sustainable energy is all about? Now we just have to wait and see if we obtain sufficient support for the motion.
