Une très belle victoire a été remportée par le Parti pour les Animaux cette semaine. Le règlement « Animaux agressifs », permettant la confiscation et la mise à mort des chiens de type pitbull, a été aboli grâce au fait qu’on ne peut pas interdire un chien uniquement en se basant sur ses caractéristiques extérieures.

Le ministre a dû admettre que le nombre d’incidents de morsure n’a pas baissé depuis la rentrée en application du règlement et qu’il ne donne pas l’effet souhaité. Le Parti pour les Animaux a œuvré depuis longtemps pour l’abolition de ce règlement discriminatoire et se réjouit de ce résultat.

Cette semaine le « Algemene Rekenkamer », un organe officiel qui contrôle l’impact économique de la politique du gouvernement néerlandais, a publié un rapport désapprouvant la ministre néerlandaise de l’agriculture, la nature et la qualité alimentaire.

La ministre ne fait pas assez pour améliorer le bien-être des animaux et ne contrôle pas non plus si toutefois du progrès a été fait, selon le Rekenkamer. Des contrôles pour vérifier si les éleveurs respectent la loi ne sont pas effectués suffisamment et on ignore le nombre et la gravité des infractions. La mise en place d’une législation et d’une réglementation pour diminuer le nombre d’interventions douloureuses chez les animaux, comme la castration des porcelets et la coupure des becs des poules, est à chaque fois repoussée.

Egalement au niveau environnemental, pour lequel le Rekenkamer a pris en compte l’émission d’ammoniac de l’élevage intensive, la politique en question obtient une mauvaise note. Déjà c’est sûr que les objectifs pour 2010 ne seront pas atteints et avec l’assouplissement des quotas laitiers, l’émission d’ammoniac va même augmenter. Des parcs naturels seront ainsi nuits en permanence.

Nous demanderons des comptes à la ministre à propos de ce jugement destructif relatif à sa politique.

En Autriche 10 protecteurs des animaux ont été arrêtés de manière violente et mis en garde à vue sans être mis en accusation officiellement. Leur garde à vue perdure (en ce moment déjà 4 semaines) sans qu’ils sachent de quoi ils sont suspectés.

Malgré le fait que le Parti pour les Animaux ne peux pas juger de quoi on accuse les protecteurs des animaux, nous nous inquiétons beaucoup sur la façon à laquelle leurs droits sont violés. Amnesty International aussi est d’avis que le cours des choses autour de l’arrestation et détention sans accusation officielle est inacceptable. Dr. Martin Balluch, le président de l’association autrichienne « Verein Gegen Tierfabrike » (Association contre les usines d’animaux), a également été arrêté et a commencé une grève de la faim. Son état se détériore rapidement. Nous avons posé des questions parlementaires à ce sujet au ministre néerlandais des affaires étrangères. Dans notre groupe parlementaire nous notons que comme d’habitude la fin est la plus difficile. Avant les vacances d’été nous devons encore discuter d’un grand nombre de propositions de loi, nous travaillons dur pour finir le rapport annuel (nous sommes le seule parti politique à écrire un rapport pour justifier notre travail parlementaire) et nous faisons tout notre possible pour éviter l’installations des mega-étables aux Pays-Bas.

This week the Party for the Animals scored an amazing victory. The Aggressive Animals Order, which allowed the confiscation and destruction of pit-bull type dogs, has been scrapped on the grounds that you cannot ban dogs simply on physical appearance.

The minister had to admit that the number of bite incidents had not dropped since the order was implemented and, therefore, that the order does not appear to be effective. The Party for the Animals has worked for a long time to have this discriminatory order abolished and we are of course thrilled with this result.

This week, the Netherlands Court of Audit, an official organ that monitors Dutch government policy, published a damning report on the Dutch minister for agriculture, nature and food quality.

The minister is accused of doing too little to improve animal well-being and of neglecting to check if any progress is being made, according to the Netherlands Court of Audit. Inspections to verify that cattle breeders are working according to the rules are inadequate and there is no firm information on the number or seriousness of the offenses committed. Legislation to reduce the number of painful procedures inflicted on animals, such as the castration of piglets or the debeaking of chickens, has been delayed time and time again.

In the area of the environment, where the Netherlands Court of Audit looked at ammonia emitted by intensive cattle breeding, government policy failed the grade. Targets for 2010 will not be reached and, with the expansion of the milk quota, the amount of ammonia emitted is even set to rise. This will seriously damage nature reserves.

We will call the minister to account about this scathing assessment of her policy.

In Austria, 10 animal protectionists were arrested with brute force and detained without being indicted. They are still being held (4 weeks and counting) without knowing what they are charged with.

Although the Party for the Animals is in no position to judge what the animal protectionists involved are accused of, we are very concerned about the way the rights of these individuals have been violated. Amnesty International also finds the arrest and detention without charge unacceptable. Dr Martin Balluch, President of the Austrian Verein Gegen Tierfabrike (association against animal factories) has also been arrested and has gone on hunger strike. His condition is worsening rapidly. You can sign an online petition and express your support for the arrested animal protectionists. Tomorrow the youth organization of the Party for the Animals, PINK, will be demonstrating outside the Austrian embassy in The Hague and demanding the release of Martin Balluch.

The parliamentary party is noticing that the last mile is the longest. Before the summer recess begins, we have a number of bills to discuss, we have to complete our parliamentary report (we are the only political party that produces such a report to give an account of our parliamentary work) and we are doing everything we can to prevent the establishment of multi-story mega pig sties in the Netherlands.
