Worldlog Semena 52 – 2014

Esta semana houve um grande avanço para o bem-estar de animais na Holanda. A partir de 2015 a actuação de animais selvagens em circos será efectivamente proibida. Isto já foi anunciado em 2012 e portanto demorou muito para ser efectivado. No México uma proibição semelhante também foi aceita esta semana! Nós ficamos muito felizes pois desde a nossa fundação nós pleiteamos a proibição de animais no circo. Entretanto me surpreendeu muito o fato de que camelos, lamas, alpacas e dromedários não constam na proibição e nós faremos perguntas sobre isto ao secretário de estado.

O mais notável eu achei a motivação pela qual a proibição foi anunciada: o governo dá como fundamento da proposta de lei que a diversão do ser humano não pode ser a justificação para afectar a integridade do animal. Com isso, não só o bem-estar de animais, mas também o respeito pelo próprio animal forma o fundamento de uma decisão legal para refrear actuações com animais. Isto é um marco importante na política do governo para o bem-estar de animais e espero que outros assuntos sejam tratados de maneira semelhante. De qualquer maneira, nós vamos nos esforçar ao máximo para isto!

Mais boas notícias ! Uma maioria na Câmara Baixa votou a favor de nossa moção para limitar o uso de produtos tóxicos ao redor de áreas naturais. A bulbicultura e outras culturas que usam muitos agrotóxicos não serão mais permitidas sem mais nem menos ao redor de áreas naturais. Apesar do governo ter o dever estatutário de impedir actividades prejudiciais em áreas naturais vulneráveis, até hoje a bulbicultura não foi levada em conta. Desta maneira a natureza em vez de ser protegida foi prejudicada por agrotóxicos muito nocivos durante muitos anos. Agora cabe às províncias limitar o uso de agrotóxicos.

A última semana antes das férias de Natal foi uma semana muito movimentada na política holandesa. O Senado (incluindo o nosso senador) votou contra o projecto de lei que limita a livre escolha de médicos. Esta maioria contra se formou porque três senadores do partido governamental PvdA (Partido do Trabalho) inesperadamente votaram contra. O PvdA prometeu durante as eleições deter a lei da oferta e da procura dentro da assistência médica e esse projecto de lei (que é um desejo do parceiro de coligação VVD: Partido Popular para Liberdade e Democracia) contradiz tal promessa. Os membros do governo ficaram furiosos e exerceram uma pressão sem precedentes sobre os parlamentares para que estes dissessem sim ao plano que tanto corrói os direitos do doente. Por conseguinte houve uma crise e a diligente procura por uma solução.

A crise governamental não é surpreendente. As ideologias dos partidos governamentais são pólos opostos. Contudo, o desejo de permanecer no governo (ambos os partidos estão dramaticamente mal nas sondagens, dois terços dos eleitores não querem mais este governo) é tão grande que eles até tramaram ciladas para pôr o parlamento fora-de-jogo se fosse necessário para conseguir a aceitação do projecto de lei. O debate sobre isto demorou até tarde na madrugada.

Hoje em dia não são as pessoas mas é o dinheiro que está no centro da assistência médica. A ameaça de fecharem o único centro vegetariano de assistência médica para idosos na Holanda também demonstra isso. E portanto eu tratei desse assunto por meio de minhas perguntas parlamentares.

Essa semana pareceu segundo uma pesquisa que a emissão de partículas ultra finas por aviões é muito maior e mais prejudicial do que se pensava. Além da poluição do meio-ambiente isto traz riscos para a saúde dos circunvizinhos. O secretário de estado nos assegurou estar disposta a deixar fazer mais pesquisas mas não para tomar medidas de precaução. Entretanto as notícias foram muito alarmantes e esta política de expectativa é muito negligente!

Esta conversa com o professor de desenvolvimento sustentável inglês Tim Jackson sobre o dilema do crescimento económico é muito interessante. Poderemos manter nosso nível de prosperidade sem crescimento económico? Tim Jackson tem certeza de que isto é possível e justamente necessário no interesse da terra.

Com a aproximação dos dias de festa, membros activos do Partido para os Animais distribuíram pela Holanda inteira folhetos com receitas vegetarianas e um desejo para o Natal amigável aos animais. Espero de coração que isto seja bem acolhido por muita gente e desejo a todos um Feliz Natal e boa saúde e muita felicidade em 2015!

This week, there was a major breakthrough for animal welfare in the Netherlands. As from 2015, it is truly prohibited to make wild animals perform in circuses. This prohibition was announced in 2012 already and it took a long time. The same prohibition was adopted in Mexico this week! Since our foundation we have called for the prohibition of animals in circuses and we are, therefore, very pleased with this result. But I am very surprised that camels, lamas, alpacas and dromedaries do not fall under this prohibition and we will put questions about this to the State Secretary.

But what is even more striking to me is the ground on which the prohibition is imposed: the reason given by the cabinet for the legislative proposal is that entertainment for people cannot justify violation of animal integrity. Thus, not only animal welfare but also respect for the animal itself is the basis for a legal act to ban performances with animals. This marks a milestone in the government’s policy on animal welfare and I hope that they will look at other issues the same way. We will work hard to achieve this in any case!

More good news! A majority of the Lower House voted in favour of our motion to curtail the use of toxins around nature areas. The growing of bulbs and other cultivations for which large amounts of toxins are used will no longer be permitted unjustifiably. Although, by law, the government has the task to eliminate damaging activities in vulnerable nature areas, it did not yet interfere with the growing of bulbs. This way, toxic pesticides have damaged nature areas for years, while in fact they should have been protected. It is now up to the provinces to restrain the use of toxins.

The last week before the Christmas recess was an eventful week in Dutch politics. The Senate (including our Senator) voted against the legislative proposal that limits the free choice of doctors. The majority arose because three senators of the governing party the Labour Party (LP) unexpectedly voted against the proposal. The LP promised during the elections that it would stop market forces in the care sector, and this legislative proposal (the wish of the coalition party People’s Party for Freedom and Democracy (PPFD)) is contrary to this promise. The Cabinet was furious and exerted unprecedented pressure on the people’s representation to still say yes to the ill-fated plan to affect the patients’ law. A crisis followed, and they diligently searched for a solution.

The cabinet crisis is not surprising. The governing parties are each other’s ideological counterparties. The wish to continue to govern (they both are dramatically low in the opinion polls, two third of the voters no longer want this government) is so great that in the end they came up with a trick that would sideline the parliament, if necessary, to push the legislative proposal through. The debate on this went on till early in the morning.

The focus is on money instead of people in the current Dutch care policy. This is also evident from the threat to close the only vegetarian care centre for the elderly in the Netherlands. I have, therefore, asked parliamentary questions on this.

This week, research showed that the emission of ultrafine particles by aircrafts is much higher and more harmful than thought. In addition to environmental pollution, it also causes health risks for people living in the direct vicinity. The State Secretary promised us to be willing to conduct follow-up research, but was not prepared to take precautionary measures. These reports are however very alarming and the wait-and-see policy is highly negligent!

This interview with the British professor of sustainable developments on the dilemma of economic growth is very interesting to watch. Can we maintain our welfare without economic growth? Tim Jackson is convinced that we can, and that it should be done in the interest of the earth.

With the festive season coming up, many active members of the Party for the Animals handed out flyers in the Netherlands with a vegetable recipe and animal-friendly Christmas greetings.
