Worldlog Settimana 41 – 2010

Dopo 127 giorni la formazione del governo è finalmente terminato. Giovedì della scorsa settimana il Governo-Rutte stava sul terrazzo di Huis ten Bosch con regina Beatrice per mostrare i nuovi membri del governo ai media ed al pubblico.

Nel frattempo la politica del nuovo governo è ancora attesa. Tante organizzazioni non governative stanno già tremando per la futura politica per gli animali, l’ambiente e la natura. Il governo di minoranza dei VVD e CDA, con l’appoggio esterno del PVV, da ampio spazio all’industria del bestiame, sussidi per l’ambiente vengono ridotti in modo drastico e non si investe più nella natura ( tagli per 300 milioni di euro.)

Natuurmonumenten, un’associazione che gestisce una parte delle aree naturali protette Olandesi, indica che l’accordo di governo è disastroso per la natura. Una volta tanto sono pienamente d’accordo con Cees Veerman ( ex ministro dell’agricoltura per il CDA ed attualmente presidente dell’associazione Natuurmonumenten) ed i suoi associati.

La settimana scorsa vi ho parlato del disegno di legge per il divieto di allevamento di visioni nei Paesi Bassi. Il Parlamento aveva già votato a favore della proposta ed adesso toccava al Senato. Il dibattito è stato sospeso perché gli autori del disegno di legge entro la fine di Novembre faranno delle proposte supplementari per allevatori di visoni che avranno a che fare con il divieto che entrerà in vigore dal 2024. CDA e VVD vogliono fare di tutto per evitare di divieto degli allevamenti di visoni, ma perché il nostro senatore poteva parlare anche in nome dei social liberali di D66 e la frazione Yildirim, abbiamo potuto ostacolare questi piani. Ho delle buone speranze che alla fine riusciremo a realizzare un divieto di allevamento di visioni nei Paesi Bassi.

Il World Wildlife Fund (WWF) ha presentato la settimana scorsa un rapporto allarmante nel quale si legge che il consumo globale nei prossimi 40 anni dovrebbe essere ridotto. Altrimenti nel 2050 serviranno tre pianeti per alimentare la popolazione globale. Attualmente tagliamo più alberi di quanto ne vengono piantati nuovi e peschiamo più pesci dall’oceano di quanto ne nascono nuovi. Cosi non possiamo andare più avanti.

Da tempo facciamo propagando per combattere l’eccesso di consumo. Abbiamo superato di gran lungo i limiti di quanto la terra può sopportare, e stiamo ipotecando il futuro delle prossime generazioni. L’eccessivo consumo contribuisce in notevole misura alle crisi che affligono il mondo. Ci vuole una grande svolta nel nostro agire onde evitare ulteriore inquinamento, riscaldamento della terra, la perdita della biodiversità ed acqua potabile, il disboscamento su larga scala e lo sfruttamento degli animali negli allevamenti. Noi continueremmo assolutamente ad impegnarci per una svolta drastica nella direzione di compassione e durabilità.

In Borgharen (provincia del Limburgo) ci sono dei piani per la costruzione di una centrale idroelettrica. Il Partito per gli Animali è un grande sostenitore di energia Verde, ma al momento ancora si è stato trovato una soluzione per proteggere i pesci che migrano nella zona. Per questo motivo abbiamo presentato una mozione per evitare che verrà rilasciato il permesso per la centrale idroelettrica fino a quando questa problematica non è stata risolta.
Con le attuali proposte della costruzione della centrale idroelettrica i pesci corrono grandi rischi di finire nelle turbine della centrale dove vengono macinate a poltiglia. La centrale a Borgharen diventerà la terza centrale elettrice nel fiume Mosa, rendendo il fiume una barriera inespugnabile per i pesci. Tra questi pesci si trovano anche delle specie protette, come il salmone e l’anguilla, mettendo la sopravivenza di queste specie sotto ulteriore pressione. Un dettaglio da fare notare è che la centrale idroelettrica prevista viene al posto di un passaggio per pesci ben funzionante, che è stata realizzata dall’Ente Nazionale per l’Acqua al costo di 3,1 milioni di euro.

Noi incoraggiamo assolutamente l’energia verde, ma la biodiversità deve essere protetto sufficientemente. La macinazione di pesci colora l’energia verde di rosso-sangue. Questo non può l’intenzione di energia rinnovabile. Adesso dobbiamo solo aspettare se otteniamo sostengo sufficiente per la mozione.

After 127 days, cabinet formation has finally occurred. Last week Thursday, the Rutte cabinet stood on the steps of Huis ten Bosch with Queen Beatrix to reveal the new cabinet members to the press and the people.

Meanwhile, government policy was placed on standby. Many civil society organisations are dreading the upcoming animal, environmental and nature policies. The minority VVD, CDA and PVV-tolerated government is after all giving the cattle industry free reign, environmental subsidies are being dramatically curtailed and the government is no longer investing in nature due to 300 million Euros of cost-saving measures.

Natuurmonumenten, an association that manages part of the Netherlands' nature reserves, states that this coalition agreement is a disaster for nature. This time I could not agree more with Cees Veerman (ex CDA Minister of Agriculture and the current chairman of the Natuurmonumenten board) and his followers.

Last week I spoke of the legislative proposal to ban mink breeding in the Netherlands. The Lower House has already agreed to the proposal and so it was the Upper House's turn to decide. The debate, however, was suspended, as those who turned in the legislative proposal will, by the end of November at the latest, provide supplemental policy for mink breeders that have to deal with the ban that will apply as of 2024. The CDA and VVD wanted to do anything they could to avoid a mink breeding ban, but because our senator was also speaking for the social liberals from D66 and the Yildirim party, their heinous plans were thwarted. I am hopeful that a ban will finally be realised in the Netherlands.

The Worldwide Fund for Nature (WWF) presented a worrying report last week which stated that global consumption must be reduced over the coming 40 years otherwise, we will need three planets by 2050 just to support the world's population. We are currently felling more trees than can grow and more fish are being taken from the oceans than can be replaced. We can't go on like this.

We have been arguing for ages against over consumption. We have far exceeded that which the earth can handle and we have mortgaged the future for generations to come. Unregulated consumption contributes in a significant way to the crises beleaguering the world. We need a complete 180 in the way we operate to combat environmental pollution, global warming, the loss of biodiversity loss and clean drinking water, large-scale deforestation and animal exploitation in the livestock industry. We will continue to push for a drastic action towards compassion and sustainability.

In Borgharen in the Province of Limburg, plans are afoot to build a hydroelectric power station. The Party for the Animals is a huge advocate of green electricity, but there is as yet no decent solution on the table to protect the fish in the area. We have therefore proposed a motion to prevent a permit being given for a hydroelectric station until this matter is settled.

As it stands, the fish in the current proposal for a hydroelectric station run a huge risk of ending up in the power station’s turbines, where they will be mashed to a pulp. The power station in Borgharen will be the third along the Meuse river, meaning the river will be permanently blocked for fish, which include protected species such as salmon and eel. This power station therefore has the potential to threaten their continued existence. Notably, the planned hydroelectric power station will replace a properly functioning fish ladder, that the Directorate-General for Public Works and Water Management spent 3.1 million Euros putting in place.

We heartily champion green electricity, but biodiversity must also be sufficiently protected. Pulping fish will turn the green flow of electricity blood red. How can that be what sustainable energy is all about? Now we just have to wait and see if we obtain sufficient support for the motion.
