Pendant un débat avec le ministre de l’habitation et du service de l’Etat M. Blok jeudi dernier, j’ai demandé de précipiter les nouvelles règles concernant la conformité aux normes anti-incendie des étables. Les six dernières années plus d’un million et demi d’animaux ont trouvé la mort d’une façon cruelle pendant une incendie dans l’étable. Dans les étables fermées les animaux n’ont aucune possibilité d’échapper au feu. C’est vraiment incroyable que cela continue toujours comme ça. Les juristes et les assureurs savent que les règles actuelles ne sont pas suffisantes parce que les étables aux Pays-Bas sont considérées commes des dépôts pour des marchandises. Des rouleaux de papier hygiénique sont mieux protégés contre l’incendie que les porcs, parce que les rouleaux de papier hygiénique sont estimés d’être plus inflammables que les porcs!

Les animaux méritent juste comme les gens une bonne protection contre l’incendie. C’est la raison pour laquelle une majorité de l’Assemblée nationale néerlandaise a insisté sur les règles plus strictes le 26 octobre 2011, en supportant notre motion. L’ancien secrétaire d’Etat de l’Agriculture M. Bleker n’a pas accompli cette motion et a seulement promis un projet d’action pour voir si de nouvelles règles pour la sécurité incendie des étables sont vraiment nécessaires. Ce projet d’action n’existe toujours pas…. Heureusement le ministre a dit pendant le débat qu’il en reviendra fin janvier avec un plan au point. A suivre !

Finalement il y a une politique pour le bien-être des animaux domestiques dans notre pays ! La semaine dernière ma collègue Esther Ouwehand a eu du soutien de l’Assemblée nationale néerlandaise pour deux motions. Grâce à cette politique le commerce et l’accueil des animaux domestiques seront cartographiés. Le secrétaire d’Etat va aussi parler avec des communes concernant les déficits financiers auprès des refuges (S.P.A.). Les frais qui sont payés par les refuges pour l’accueil des animaux ne sont (presque) pas remboursés, parce que beaucoup de communes ne respectent pas leurs engagements et ne règlent pas bien l’accueil des animaux. Nous sommes très contents que le gouvernement national semble finalement avoir l’oeil pour les problèmes dans le commerce des animaux domestiques et la situation des refuges et centres d’accueil !

Dans the Guardian (http://gu.com/p/3cbc4/tw) il y avait un blog intéressant du changement de climat. Il y a également des images du négociant de climat des Phillipines pendant les négociations de climat de COP18 à Doha. Il raconte dans son discours émouvant de l’ouragan qui a tourmenté les Phillipines la semaine dernière et qui a causé beaucoup de morts, de blessés et de sans-abris. Nous ne pouvons pas continuer à regarder comment nous chauffons la terre. Les résultats sont déjà visibles avec un ouragan comme aux Phillipines et par exemple l’ouragan Sandy aux Etats-Unis. Cette violence de nature cruelle devrait ouvrir nos yeux. Le secrétaire-général Ban Ki-Moon des Etats-Unis incite égalament à l’action contre le changement de climat !

Malgré tout la consommation des combustibles fossiles polluants augmente de plus en plus et le taux de CO2 dans l’air s’intensifie mondialement. Pour limiter les risques du changement de climat à un niveau acceptable, il faut arrêter la répercussion aux générations suivantes. Cela signifie que nous devons repousser extrêmement les émissions de gaz à l’effet de serre et que nous devons arrêter à épuiser les sources naturelles et enrayer la perte de la biodiversité !

In a debate with Minister Blok of Housing and the Civil Service last Thursday, I requested that the new rules for the fire safety of animals stalls be expedited. In the past six years, more than one and a half million animals have died gruesome deaths in stall fires. In the tightly sealed stalls, the animals do not stand a chance of escape from the fire. It is truly unbelievable that this is still going on. Lawyers and insurers know that the current rules are inadequate as stalls in the Netherlands are legally defined as storage places for goods. Toilet rolls are better protected against fire than pigs as toilet rolls are viewed as more highly flammable than pigs!

Like people, animals deserve effective protection against fire. And a majority in Parliament agreed with us when they insisted on tougher rules by lending their support on 26 October 2011 to a motion we had submitted on the issue. However, former state secretary Bleker of Agriculture did not execute the motion and simply promised an action plan to explore whether supplementary rules were actually necessary to improve the fire safety of stalls. We are still waiting for this action plan… During the debate, however, the minister did say that he would present a detailed action plan in late January. To be continued!

Finally, policy to protect the wellbeing of pets in the Netherlands! Last week my colleague Esther Ouwehand received parliamentary support for two motions. One of these motions calls for better supervision of the pet trade and pet accommodation. The state secretary will also be speaking with municipalities about the financial deficits at animal shelters. The costs animals shelters incur in accommodating animals are barely if ever reimbursed because many municipalities fail in their obligation to organize proper animal shelter facilities. We are delighted that the national government finally seems to have woken up to the problems surrounding the pet trade and the situation at animal homes and shelters!

Interesting blog in the Guardian on climate change. It contains images of a Philippine climate negotiator during the COP18 climate negotiations in Doha. In an emotional speech, he speaks about the hurricane that tore across the Philippines last week, leaving many dead, wounded and homeless in its wake. We cannot simply keep watching the effects of our warming of the globe. We can already observe the consequences, such as this most recent hurricane in the Philippines and, for example, hurricane Sandy in the United States. These severe natural catastrophes should be opening our eyes. Also UN Secretary-General Ban Ki-Moon has called for action against climate change!

Despite the clear and present dangers, the consumption of fossil fuels is only increasing, as are CO2 emissions worldwide. To limit the risks of climate change to an acceptable level, we need to stop shifting responsibility to future generations. This means that we must drastically reduce the emission of greenhouse gases, cease the depletion of natural resources and put a stop to the loss of biodiversity.
