Worldlog Semana 25 – 2015

Esta semana estuvo marcada por la prohibición de la caza recreativa. Mi nota iniciativa para prohibir tal caza se discuto en el Parlamento. Me gustaría ver cuanto antes que sea puesto un fin para la matanza de los animales silvestres. En los Países Bajos solo por placer se cazan el pato salvaje, el faisán, la liebre, el conejo y las palomas torcaces. Cada año, dos millones de animales son asesinados y heridos por la misma cantidad, por unos 28.000 cazadores. Los animales pequeños se quedan sin madre, las uniones de pareja se disturban cruelmente y la dinámica de jerarquía de grupo y de población es, literalmente, disparados a pedazos.

La caza por recreación realmente ya no es de estos tiempos. Afortunadamente, la mayoría de los holandeses piensan así también. Una investigación demuestra que sólo el 3% de los holandeses piensan que el placer es una razón aceptable para la caza, mientras que el 72% de la población piensa que la caza como un pasatiempo debe ser prohibida. Sin embargo, los cazadores tienen actualmente la plena cooperación del gobierno para poder ejercer su brutal afición. Con el fin de evitar que la masacre sin razón de los animales salvajes pueda seguir en la próxima temporada se necesita una prohibición ya!

Mi informe de iniciativa contiene dos propuestas: el fin de la caza de cinco especies de animales y asegurar una prohibición por ley de la caza recreativa. Liebres, faisanes, patos silvestres, conejos y palomas torcaces todavía pueden ser cazados cazar libremente ahora sin que haya ninguna necesidad de hacerlo. La clave para la prohibición recae en el partido gobernante: el Partido Laborista (PvdA). Ellos se han se ha comprometido a prohibir la caza recreativa. Me sorprendería si el Partido Laborista no cumple con su promesa electoral, ya que en el acuerdo gubernamental no se ha acordado nada.

Se terminan las liebres o el juego? Acaben la caza por recreación!

Behalve de initiatiefnota heb ik ook twee amendementen ingediend op het nieuwe wetsvoorstel Natuurbescherming van dit kabinet. Met het eerste amendement wil ik een einde maken aan jagen in de draag- en zoogtijd van dieren. Op dit moment mogen moederdieren, zoals herten, gewoon afgeschoten worden in de tijd dat ze jongen te verzorgen hebben. Deze jonge dieren blijven achter zonder moeder en sterven een hongerdood. Jagers beweren hier rekening mee te houden, maar in de praktijk blijkt dat zij zich weinig aantrekken van die zorgplicht. Zo worden bijvoorbeeld vossen die nog welpjes moeten verzorgen massaal afgeschoten. Zelfs zwangere en zogende moederdieren worden niet ontzien!

Además de la nota iniciativa, también he presentado dos enmiendas al nuevo proyecto de ley de Conservación de la Naturaleza de este gobierno. Con la primera enmienda me gustaría poner fin a la caza de los animales en su periodo de la gestación y lactante. En este momento se permite disparar a los animales madres como los ciervos, que simplemente pueden ser disparados en el tiempo que tienen que cuidar a sus pequeños. Estos animales jóvenes se quedan sin una madre y se mueren de hambre. Los cazadores dicen tomar esto en cuenta, pero en la práctica, se preocupan poco de de tal compromiso. Por ejemplo, se disparan en grandes cantidades a los cachorros de zorros que todavía necesitan cuidar a sus pequeños. Incluso las hembras embarazadas y lactantes no se salvan!

Con mi otra enmienda, espero poder garantizar que los guardias de caza ya no se preocupan al mismo tiempo de los intereses del cazador, de la legislatura y de los animales. Extraño que los guardabosques en la nueva Ley de Protección de la Naturaleza todavía tengan dos tareas diferentes e incompatibles. La ley dice que se supone que deben servir a los intereses de los cazadores y, al mismo tiempo servir como agente especial para cumplir las leyes y reglamentos para la caza y la naturaleza. Esto puede dar lugar a graves conflictos de intereses. La naturaleza en nuestro país es muy frágil y debe ser protegida seriamente.

This week the focus was on banning sport hunting. My initiative policy document regarding the ban of sport hunting was brought before the Lower House. I want the killing of animals living in the wild stopped as soon as possible. Wild ducks, pheasants, hares, rabbits and wood pigeons are killed in the Netherlands solely for the enjoyment of the hunter. Every year, two million of animals are shot dead and the same number is wounded by about 28,000 hunters. Young animals are left without their mother and partnerships are broken, and group hierarchy and population dynamics are literally blown to pieces.

Sport hunting is just so out of date. Fortunately, most Dutch people think that way. Research has shown that only 3% of the Dutch people find enjoyment an acceptable reason for hunting, whereas 72% of the population believes that hunting as a hobby should be banned. Presently, sport hunters are given every support by the government to continue exercising their cruel hobby. In order to prevent the pointless killing of wild animals next hunting season, we need a ban now!

My initiative policy documents comprises two proposals: stopping the hunting of five animal species and the anchoring of a ban on sport hunting by law. Hares, pheasants, wild ducks, rabbits and wood pigeons are still permitted to be hunted without there being a necessity for it. The key for this ban lies with the Labour Party (PvdA), the party in office. The PvdA emphatically promised in its election programme that it would abolish sport hunting. Animals should be shot-proof! I’d be surprise if the PvdA would not stick to its election promise because nothing was agreed upon this in the coalition agreement.

Free hares? Or game over? Ban sport hunting!

In addition to my initiative policy document I also tabled two amendments to the government’s new Nature Conservation Bill. The first amendment is to stop hunting during the gestation and lactation period of animals. At present, mother animals, such as deer, may be shot dead during the time that they are looking after their fawns. As a result, these young animals are left without their mother and will die of hunger. Hunters say that they pay attention to this, but in practice they generally fail to respect their duty of care. For example, foxes that are to look after their kits, are killed en masse. Even pregnant and lactating animals are not spared!

My other amendment is to effect that game wardens will no longer represent the interests of the hunter, the legislature and the animals at the same time. Oddly enough, game wardens in the Netherlands still have two different and inconsistent duties under the new Nature Conservation Act. According to Dutch law, they are supposed to serve the interests of the hunters and to maintain the statutory regulationsin respect of hunting and nature as special investigating officer. This can lead to serious conflicts of interests. Our nature is very vulnerable and should be seriously protected.
